Detecting screen resolution...of the University Library Technical University Liberec
Library Rules of the University Library (UKN) of the Technical University Liberec (TUL) are a summary of the rules, which are binding for her users. Resources of the Library Rules:
Loan Rules (chapter IV) and Rules for Study Rooms (chapter V) are the separate parts of these Library Rules. The running correction of these Rules are carried by the manager of the University Library of the Technical University after the approval by the library counsel.
1.1 The University Library (UKN) is a special institution of the Technical University in Liberec. It enables access to its collections by providing loan, copying, electronic document delivery, bibliographic, informational and publication services. Its services are used by university pedagogues and students, scientific and research workers, and also by all interested persons.
1.2 Library manager is in the head of the UKN - he is responsible for holdings, duty and services of the UKN. Individual sections, that are shifts, computer technology and foreign language libraries are controlled by their supervisors. Separate office work is carried by deputed workers.
1.3 The library counsel is arranged by the president of the Technical University as a consultative establishment in order to support the activity of the UKN. The members of the library counsel are established from the representatives of particular faculties of the Technical University for three years functional period.
1.4 The UKN can also establish information centres outside its area. Establishing of these centres is negotiated by the library counsel and the management of the University has to give its approval.
1.5 Opening hours are from 8 a.m. to 6.30 p.m. Corrections of the opening hours are regulated by the library manager agreeably to the service conditions and possibilities or to momentary circumstances.
1.6 The UKN provides common services free of charge. Uncommon services are paid (Appendix 1), the dues are arranged by the library manager of the UKN after the approval by the library counsel.
2.1 The UKN divides its users into four categories.
2.2 Categories of the users:
A - university workers and inceptors,
B - students of all forms of the study,
C - specialists of the general public and other interested persons,
D - libraries, which are included into the interlibrary service (ILS, IILS).
3. Obligations of users of the UKN
3.1 The users are obliged to observe the provisions of the UKN Library Rules, to obey the instructions of the employees of the library and to obey the written instructions which are displayed within the UKN.
3.2 The users are obliged to work quietly whilst in the library and to keep all areas of the library clean and tidy. The consumption of food and drink is not allowed in all rooms; smoking is also prohibited. The users are required to behave considerately.
3.3 The users are required to leave their top clothing, bags, etc. in a place designed for such a purpose, usually in the adjoining cloakroom.
3.4 If the user doesn´t observe these binding provisions, he will not be allowed to use the service of the library temporarily or constantly. He has to compensate any caused damage.
3.5 Holdings of the UKN are protected by the magnetic security system. When the security system reports an alarm during the leaving of a user, workers of the library are justified to overlook all books and magazines which he/she holds and to challenge him/her to a coming of a responsible person.
3.6 There is established a special assignation for the work with barcodes which could be notified to a user by competent workers of the UKN.
4.1 The range of loan services is governed by the assignation of the Civil Code no. 509/1991 Coll., § 659 - 662 "An agreement about a loan" (see Appendix 2).
4.2 A user is registered in the database of the users of the UKN after the presentation of his identity card and filling the registration form. He/she will be issued by the library card with an assigned number and barcode. After the ending of a study or operating conditions it is necessary to return the library card; the user may be issued by a library card of another category. The user has to announce a loss of the library card immediately. He/she may be issued by the replacement card against the payment (see Appendix 1). The effectiveness of the library card is necessary to renew every year. The user chooses his/her own personal identification number (PIN) simultaneously with a registration or with a first loan.
4.3 Library collections which are transferred into the automated system are borrowed by automated paperless method. A ticket method is used for the borrowing of documents from the older part of the holdings.
4.4 The user is entitled to borrow necessary sources from the library holdings after the presenting his/her library card and after the PIN´s identification. A-category may have up to fifteen items on loan, B and C categories may have up to ten items on loan. No loan can be realized without the library card and PIN´s identification!
4.5 The UKN provides Inter-library Loan Service (ILS) and International Inter-library Loan Service (IILS) for its A-category and B-category users. There are specific instructions for these services - a notice of the Ministry of School System 51/63, paragraph 2. These users participate in paying of the payments for these services (see Appendix 1).
4.6 A loan period is determined by the user´s category and by the source type:

Inter-library loans
Inter-library Services Rules are established for A and B categories. A period of off-site loans is one month maximally. Only on-site study is often possible in the UKN. The users participate in paying of the payments for the loans (IILS) and for the paper copies (ILS, IILS) (see Appendix 1).
Other loans
Five days for all categories (in foreign languages libraries off-site loans only exceptionally). Compact discs, cassettes and video cassettes are in the majority of cases on-site loans.
A loan period can be renewed twice maximally and it can be abbreviated exceptionally. You can renewal the loans on condition that no other user approves an interest. In order to renewal the period there are necessary the library card and the bar code of the information source.
4.7 The user is obliged to return the borrowed materials within an appropriate time-scale and in the same condition. He is responsible for them during all the time of the loan. If the user doesn´t return the borrowed documents within the fixed period, he/she is sent a 1st, 2nd and 3rd reminder for which the user is obliged to pay a fixed charge to the UKN (see Appendix 1) on returning the publication.
4.8 The user is required to report any loss, damage or destruction of documents to the UKN without delay and he/she is obliged to compensate for damage etc. within a specified period of time (see Appendix 1). The leading manager of the UKN will decide on the manner and the amount of the compensation. In the case of determine the amount of the compensation these facts are considered:
4.9 On-site loans:
The manager of the UKN can give exceptionally permission to loan the on-site material.
4.10 The users can do copy of some parts of the information sources, if appropriate they can ask for a copy (with observing copyright conditions). The fees are assigned in the Appendix 1.
4.11 The users are obliged to observe the provisions of the Library Rules, to obey the instructions which are focused on the protection of the library holdings. They are obliged to work quietly and considerately whilst in the library and to keep all areas of the library clean and tidy. 5.1 The users are required to present the library card or other personal document when entering the Study Rooms.
5.2 The users are required to leave their top clothing, bags, etc. in a place designed for such a purpose, usually in the cloakroom. The Study Rooms are used for studying, therefore the users are required to behave quietly and considerately. They are obliged to obey the instructions of the employees of the library.
5.3 In the Study Rooms and sections the consumption of food and drink is not allowed; smoking is also prohibited.
5.4 The users of Study Rooms and sections can use displayed information sources (books and magazines) and apparatus, which are located in the Study Rooms.
5.5 The users can borrow necessary informational material from displayed sources. This material is left on the desk in the Study Rooms after the exploitation.
5.6 The user can bring his own material, he/she is obliged to inform the service in the Study Room.
5.7 It is not allowed to whiff the informational material, apparatus and other equipment form the Study Rooms and sections. The user can whiff only those informational materials which he/she would like to copy in front of Study Rooms within the UKN. He/she has to inform the service in the Study Rooms in this case and the service will check returning of these materials.
5.8 For Computer Study Room and Audiovisual Study Room are designed also specific establishments, which are relating to computer service. The users get acquainted with them at the entrance into the Study Room.
5.9 Foreign languages Study Rooms, which are reference libraries, can practice short-term check out borrowings exceptionally. They are recorded by means of activation apparatus of magnetic protection and barcode reader of the borrowings, which are located near the loan counter.

Losses and compensations:
1. In agreement with the user, another copy of the publication of the same or more recent edition.
2. By paying the part of the buying price (determined by the manager of the UKN) - only for the old informational sources.
3. By paying the buying price in relevant amount.
4. By paying the source´s price of the photocopy and its binding (determined by the manager of the UKN).
5. The manager of the UKN is entitled to decide about the type of the compensation by another title (only exceptionally).

Note: Compensations for the lost informational sources are paid by post money or in cash. (Civil Code no. 509/1991 Coll., § 442 section 2).

- extra works (paperbacks, cuts out, installation …)
- a demand of copying more than 50 copies of the patterns another than free sheets
If the pattern is poor quality the service can refuse making of copies. It can refuse some inappropriate operations for the library as well.
If you use service by making copies, handicapped people and people demanding copies from the University Library´s holdings have priority!

A borrower is titled to use the thing in declared time free of charge with an agreement about a loan.
A loaner is obliged to deliver a thing to the borrower in condition, which is eligible for regular usage. Stipulations of the § 617 are also used for adequately usage of the thing.
(1) The borrower is entitled to use the thing properly in accordance to an intention, which came to an agreement. He is obliged to protect it for damage, loss or destruction.
(1) The borrower is obliged to return the thing as soon as he does not need it; but at the latest in the established time of a loan.
(2) The loaner can demand returning of the thing even before ending of the established time of a loan if a borrower doesn´t use the thing properly or he/she uses it in contrary to an intention.
